Legalisation authenticates the chain of signatures and seals rather than the content of the document. It usually starts with the issuing authority or a notarial attorney, continues at the Legalisation Division of the Department of Consular Affairs, Ministry of Foreign Affairs, and ends at the destination country's embassy. Each office only confirms that the previous signature is genuine.
