In short
There is no single global standard. Confirm whether the receiving authority wants a translator's declaration, a notarised translation, a consular-certified translation, or a translator registered in the destination country — then produce exactly that.
Clients frequently pay for a translation twice because 'certified' meant something different at each end. The word covers at least four distinct requirements, and only the receiving authority can tell you which applies to your file.
Level 1 — Translator's declaration
The translator signs a statement of accuracy with their credentials and contact details. Enough for many internal corporate uses and some universities; rarely enough for a government body.
Level 2 — Notarised translation
A Notarial Services Attorney certifies the translator's signature or identity. This is what most embassies in Bangkok mean when they ask for a certified translation of a Thai document.
Level 3 — Consular-certified translation
The notarised set goes on to the Department of Consular Affairs, and then to the destination embassy where required. This is the level needed for civil-status and court use in most jurisdictions.
Level 4 — Sworn or registered translator in the destination country
Several civil-law jurisdictions only accept translations from translators on their own national register, and Australian migration files commonly require NAATI-certified translators. In those cases a Thai-side translation, however well certified, will not substitute.
Formatting rules that matter as much as the words
Keep the layout parallel to the original, transliterate names exactly as in the passport, render dates in an unambiguous format, translate seals and stamps as bracketed descriptions rather than omitting them, and never leave a page untranslated because it 'looks like a form'.
