Legal Framework & Source of Authority

The service operates under the Lawyers Council of Thailand's 2008 regulation (and subsequent amendments) on the registration of notarial services attorneys. Only attorneys who pass the Council's training and exam are licensed; clients can verify license status through the Council's public registry.

Thailand uses a Notarial Services Attorney system instead of the western Notary Public model. A licensed attorney may certify signatures, identity, status, and copies for both domestic and international use, recognised by Thai courts, the Ministry of Foreign Affairs, and foreign embassies.

Authority is rooted in the Civil and Commercial Code, the Lawyers Act, and the Lawyers Council's regulations — covering oath administration, true-copy certification, and negotiable-instruments protests under the Bills of Exchange Act.

International Use (Apostille / Legalisation)

from 28 February 2027, Thailand has been a contracting state of the Hague Apostille Convention (HCCH 1961). Documents issued in Thailand may now be used directly in 120+ member states with a single Apostille — no destination-embassy step required.

For non-Apostille states, the full legalisation chain applies: attorney → Thai MFA Consular Department (Chaeng Watthana / MRT Khlong Toei) → destination embassy in Bangkok.

Apostille only authenticates the official's signature/seal — not the substantive content. The document still has to comply with the destination country's law.
