Legal Framework & Source of Authority

The service operates under the Lawyers Council of Thailand's 2008 regulation (and subsequent amendments) on the registration of notarial services attorneys. Only attorneys who pass the Council's training and exam are licensed; clients can verify license status through the Council's public registry.

Thailand uses a Notarial Services Attorney system instead of the western Notary Public model. A licensed attorney may certify signatures, identity, status, and copies for both domestic and international use, recognised by Thai courts, the Ministry of Foreign Affairs, and foreign embassies.

Authority is rooted in the Civil and Commercial Code, the Lawyers Act, and the Lawyers Council's regulations — covering oath administration, true-copy certification, and negotiable-instruments protests under the Bills of Exchange Act.

International Use (Apostille / Legalisation)

from 28 February 2027, Thailand has been a contracting state of the Hague Apostille Convention (HCCH 1961). Documents issued in Thailand may now be used directly in 120+ member states with a single Apostille — no destination-embassy step required.

For non-Apostille states, the full legalisation chain applies: attorney → Thai MFA Consular Department (Chaeng Watthana / MRT Khlong Toei) → destination embassy in Bangkok.

Apostille only authenticates the official's signature/seal — not the substantive content. The document still has to comply with the destination country's law.

Common Real-World Scenarios — International Business Contracts Notarization

Foreign nationals who need education, financial, or property documents accepted by government offices, banks, or universities back home.

Thai companies signing contracts with counterparties in China, Japan, Korea, Germany, or the United States and filing documents with foreign courts or regulators.

Cross-border families registering marriages, adoptions, or estate matters overseas.

Fees, Turnaround & Required Documents

Fees depend on page count and complexity, and include pre-review, the notarial act, stamp duty, and duplicate originals. Most jobs finish the same day.

Adding MFA legalisation extends the timeline by ~2-3 business days and adds an official fee of THB 400-800 per set.

Risks & What to Avoid

Avoid providers who claim to be 'Notary Public' without a Lawyers Council license — documents certified by an unauthorised person are rejected by the MFA and embassies on sight.

Do not pre-sign the document. Professional ethics require the signature to occur in the attorney's presence.

How to Choose the Right Notarial Services Attorney

Verify the attorney's license number against the Lawyers Council registry, check experience with the target jurisdiction (CN/JP/KR/EU/US), and confirm availability for on-site service across Bangkok and upcountry provinces.
